Does this apply to the user who could be unskilled or the owner who has pro to skill in small turrets. ?
How does the untrained user affected by his lack of skill and potential ?

The small turret skill only gives you the ability to fit the turret easier, and to fit a better (read: more damage) turret. The proficiency skill gives you turning speed. Therefore, the proficiency skill matters to the user (the person shooting), whereas the turret skill matters to the person fitting the vehicle. (IE: The person calling it in). |

Yes, but my point is, if the user has no skill in proficiency, which is actually applied ti the user. ?. The skill of the user (None) or the skill of the owner, Proto. ?

Do various turret skills only effect vehicle turrets? or installation turrets as well?

I believe it applies the bonus from the highest skilled person in the vehicle. Dropships pilots do this all the time. You can have a Python pilot with lvl5 Caldari ADS and all three missile turrets will fire at full speed. There were rumors that it stacks, but I think that's been debunked.

I tested this with ammo, it's based on the person with the highest skill in the vehicle and does not stack. |

Good question, I have always wondered this myself.
So if a person wanted to be a gunner, would they need to get proficiency skills to be effective at it?

Sometimes back (prior to uprising) some dev said the bonus of driver and passenger stacks but I don't know if thats still the case... |
