I made a topic on 1.7 a while back and only touched on this, so now it's time for some detail.
The rail rifle was heralded as being the long range weapon that we all wanted, almost the antithesis of the Gallente weapons (high rof, low range) but instead we got the exact same gun as the Gallente AR but with a charge up time and longer range.
What gives?
Can we have an actual DMR that is a DMR and not just a longer ranged assault rifle? Have a tactical version or something even, give me a weapon that looks like this:
Damage: 275 Charge up time: 0.25 secs Rate of fire: 60 rpm Accuracy rating: 92.5 Clip size: 12 Max ammo: 72 Reload time: 3.20 secs Meta level: 8
It should be a weaker version of the charge sniper rifle, except that damage is not dependent on time charged. Each shot will require the 0.25s spool up time so as to prevent modded controller jockeys. Spool time could also be increased to prevent massive DPS, although with a DMR like this, you should not be able ro put four rounds into someone every second unless you are ungodly skilled.
Give me this riflle CCP and I will pay you handsomely. |

CCP has in his pocket a misterious weapon named "Precision Rifle", probably somehow based on the Combat Rifle.
Your "Long-rail Rifle" (LOL) is too strong, the Ishukone Sniper Rifle does 229.50 HP of damage. Even its ROF is slightly better, but it can be fine since the overall maximum range would be lower.
If you are an hacker, a cheater o a glitcher, you deserve death. In real life.

The precision Rifle will be based off the Tactical Rail Rifle and so will shoot faster, at a lower range with less damage.

Hard to believe, the PR is listed as "Kinetic weapon", while the RR is hybrid-eletromagnetic (Railgun).

Around 120~130 for the PRO version could probably work... If you notice, there is no huge difference between the Base Sniper Rifle and the Ishukone S.R., it's about 30 HP. So you could have 119 BSC / 124 ADV / 129 PRO

The best T.AR range should be around 80m, so with a 150m effective range the P.R. should outrange it very easily.

WAY more kick and spread in hipfire and .5 sec for spool in the standard variant.
The assault variant needs less range and damage. Maybe more kick? |

I think it's range is alright. Maybe move the optimal a little farther from where it is now and make it weaker close up like the laser rifle? |

The Rail Rifle was never designed to be a DMR, it's the Caldari assault rifle.

Um, I'm afraid you're mistaken. The Breach AR is actually the one meant to be mimicking the RR (a job I know it isn't too great at presently). So the RR's base variant would actually be the Breach. The ScR's base variant is the Tactical.
