Just to clear a few things up: The Precision Rifle is generally believed to be the Minmatar sniper rifle, and as such would be a projectile weapon.
The Rail Rifle was never designed to be a DMR, it's the Caldari assault rifle.

And about a "DMR" version of the R.R., since there is the Tactical A.R., why shouldn't be a Tactical R.R.? Too OP? Not as long as it's balanced correctly. And there will be one, eventually. Every assault rifle is meant to have every variant, each trying to mimic the other races' assault rifles.

To add to the quote, the TacAR was designed to bridge the gap between the Assault Rifle and the Rail Rifle, so it seems that the rail rifle's standard variants should all work like the TacAR with an Assault Rail Rifle variant. Um, I'm afraid you're mistaken. The Breach AR is actually the one meant to be mimicking the RR (a job I know it isn't too great at presently). So the RR's base variant would actually be the Breach. The ScR's base variant is the Tactical.
