The Caldari face persona is just the standard thing for devs.
Regardless if they're Amarr, Gallente or Minmatar you will see them as Caldari.
Also, considering how **** Gallente gear is, and how stupid powerful Caldari gear is, I'm pretty sure they're spoon feeding you.
Can't have their poster child hurt can they?
Shield regeneration bonus for Gallente Assault is about as useful as Sharpshooter for Nova Knives.
