I went to log in a few minutes ago, and I had a promt that read:

So then I decide to just play some LoZ, but when I log back on to DUST the EULA prompt came up, which usually only happens when something changes.
Has something changed?

It could be.
But CCP doesn't change the EULA when they give an item to a PSN ID.

I didn't see a Dev Blog, or anything about extended downtime or EULA changes on the forums.
And I doubt that "sticking code in" requires a EULA change.

It's a possibility.
I think it'd be best to wait for an announcement from a DEV.
