The nerf will be so hard that when you equip your scram it will simply melt in your hands and strip all the gold op plating from your armour.
In all seriousness though, I'm not entirely sure. If the nerf is based off of the communities feedback/incessant whining, then expect your hip fire accuracy to be reduced; the current popular opinion is that it's too good in close quarters combat considering how strong it is at all other ranges.
I haven't heard anything official from the Devs however, and I do like to keep an eye on the forums.

Look, I hate to be a That Guy, but are you serious? I used to use the scram quite a lot before the CR came out and I'd struggle to topple a heavy before my gun melted the hand off of my arm a fps that was before the patch fixed HMG's and turned heavies into CQC powerhouses. Charged or not, a scram can't blitz a heavy from within 20m, it has to cool down before it can finish him off. And at that range, a heavy will obliterate you.
Now, the CR on the other hand comes close, providing you have a swift trigger finger. The secret is in the armour penetration bonus that the scram simply doesn't have.
Anyway, I prefer to have my weapons fixed rather than nerfed into uselessness, but well see. I think the scram is in a decent place, and other lights need to be pulled up to scratch.
