In EVE Online, there's something called "Drone Bandwidth". All drones use a set amount of bandwidth, and you can't have more drones than your bandwidth allows. It works well at limiting the usage of drones. So I thought to myself, why not adapt this system for Dust 514? While equipment spam isn't the most pressing issue at the moment, it is an issue and it needs to be looked at.
Introducing Equipment Bandwidth. Each dropsuit has a set amount of equipment bandwidth, and each piece of equipment uses a certain amount of this equipment bandwidth. If you've deployed more equipment than your suit's bandwidth can handle, you can't deploy any more equipment. Additionally, any equipment you've already deployed will be disabled at random until bandwidth used no longer exceeds bandwidth provided.
To facilitate reanimation, you have a 30 second grace period before your equipment goes offline after you die. As such, excluding any unfortunate accidents, you should be able to reanimate before your equipment goes offline. If your equipment does go offline, it will reactivate when you have enough bandwidth to support it. Some equipment will decay if left offline for long enough, however.

Interesting idea. It doesn't even have to be that complicated really, at least not for the players to see. Just tie each equipment to a suit and if that suit isn't active for a time period, 30 seconds is good, it is destroyed. |
