It operates like the ADV.
I assume you're referring to the delay between charge shot and follow-up shots. It is not present on the Templar SCR.

No. 1.7 improved the weapon through a range increase.
Perhaps the new rifles are better, but the SCR is not 'weak'.

They're really not weaker than other rifles.
If you want an example of a rifle that is actually weaker, look to the plasma rifle. As it stands, the SCR is a very powerful weapon.

It's intended to be weaker against armour tankers. But it isn't weak, not at all.
