Say a corp gets smacked to oblivion, they have a few districts left; they lock them with a fake corp.
1: there only investment is the initial attack made by the fake corp
2: no one know exactly when this battle is over so it's almost impossible to land a attack
3: these corps go into these isk farms gain free wp, cap in a day and receive a PC payout divided by 12 million amongst the players in the pc( some players at doing 4/5 a day fighting no one building false stats an clearing 4-15 million isk a day) while there corps are generating huge amounts of isk to pay better players to take more districts for them to lock and make more money.
4: this has basically created a district BPO
Is this cheating or is this New Eden?

So you think it's ok for mercs and corps to make endless dollars with no risk, only when they get to attack, but they can constantly grab new district an lock them without ever having to defend them, or lose them for that matter.
And this abuse is not cheating? Fair eve/dust play?

Yea pretty much, if you lock it an pay to keep it locked that's one thing, but locking it to have nobody ever take it and never lose the clone pack that your fake and real corps put on it because you only have to pay once is the issue.
This allows corps to earn fake wp to increase stats, and also attack anyone and pay for ringers and never run dry of isk, and also never lose district.
It's a serious question because it looks like pc has headed down this path an I was wondering if the community considers it cheating
