The Amarr "Scout" really comes off as a light Amarr Assault the more you read into it.
170 base armor - with my armor plate skills at level five, this value will be more around ~215 - 220 (my Amarr Assault sits at 225)
225 base stamina 40 stamina recharge rate
At the proto level it will have four lows and two highs. I would personally put two complex plates, complex rep, and a complex range extender in the lows. While it will be slower than the other scouts, it will still be quite a bit faster than the Amarr Assault and will be able to attain similar armor values as well. As people catch on to this who play the Amarr Assault role, I'd expect to see a massive jump to the Amarr Scout simply because it comes across as a speedier assault.
I can't really find anything inherently "scout-like" about the Amarr Scout, but perhaps it was designed to be the "tankier/front lines scout"...what are your thoughts?

If it was really designed to do that, the secondary bonus would/should be to ferroscale plates or reduction of the speed penalty on regular plates. It's not a bad thought.

Scouts are made as a fast moving target, if you're gonna go amarr then i recommend you use 3 or 2 lows for kinetics for the speed and just a hint if cloak comes out and you're fast and cloaked then you could suggest that you're duration for the cloak has increased in a way.

Compared to the current Amarr Assault I would agree. Though I would hesitate to make a call on this until the Assault changes are dropped. The Amarr scout has a more combat oriented feel to it than the other scouts, and i suspect it will be great in team play as a flanking combat unit, given that it still has all the scout base with the Amarr EHP and traits. Some people enjoy the speedier light assault role (nothing really wrong with that, it's one way to use the suit) and I can see this suit being one of the go to choices for that (Marauder I am looking at you)

We don't know the stats of the Amarr Ass suit for 1.8 i would not be surprised if it had 275 bas armor(with armor upgrade 5)

Other than sprinting for the first objectives, there is rarely any need for that much stamina. And in such a scenario the Gallente or new Minmatar Scouts will still outperform the Amarr.
It jjst isn't very useful to have that much stamina, nevermind less than a militia module's worth.

It's made to be the Spearhead of the Glorious Amarr Crusade. Yeah. Went full RP there.
Anyways, I'm not kidding. Try this fit on for size.
Low Slots 1x Complex Armor Plate (Don't worry about speed, we get to that later) 1x Complex Kincat (gets rid of that speed penalty) 1x Complex Regulator (See values below) 1x Complex Profile Dampener
High Slots 1x Complex Shield Extender 1x Complex Light Damage Mod
Weapons Carthum AScR Viziam ScP M1 Locus
Equipment Allotek Stable Drop Uplink Compact Hive
OVERALL STATS 148 Shields, 454 Armor. (602 eHP on a scout. Dang) Sprints at 8.3 (But you already knew that. I am also guessing, since they haven't released Amarr scout sprint speeds) 620 Stamina 110 recovery a second (You will never stop sprinting at that 8.46, and you have almost 2x the eHP of every scout)
Pros: Light Assault Personified. You are fast, tough, and dampened. No cloak, but you pack uplinks and a Proto AScR and damage mods. This weapon will deal roughly 737 DPS versus shields, which will murder any shield scout you encounter. The main strength of this build is the ability to get to a flank and go to town, or the ability to rush into an unprotected area (undetected), lay down uplinks and defend the area until reinforcements arrive
Cons: Still slow for a scout, and lacks a real role outside of it's light assault role. You can shoehorn it into a scanning fit using your lows, and while it would be somewhat effective it would be a waste for this suit.
Imagine this: You and your glorious Amarr assault squad are heading to an objective. The Heavy and Logi are hanging back, letting the Assaults try and clear the area before heading in. The scout is the first on the scene though, moving in and killing the first few people it see's by surprise. It puts up light resistance until the Assaults move in. The real battle starts, with Laz0rs flying everywhere. Then the Heavy and Logi show up, and they proceed to go to town with their reinforcements.
Sound about right?
