That sort of person only plays because DUST is so imbalanced. I have played 8 hours a day for the last 2 weeks and have never been in an even battle. Not. One. Time.
I laughed my ass off when I logged on this morning and saw only 13k people on. This game is dying, and the few douches who are ruining it for the rest of us won't be able to keep it going with their AUR suits and weapons much longer. At this time next year everyone will be like, "Remember that ****** EVE fps game? I saw the lead designer flipping burgers at white Castle."
Not entirely sure what problems you're talking about when you say that EVE has had the same problems for ten years. Of course I'm also not interested in going to Null and joining in on the blob fights that happen there so I'm assuming that the problems you mention are in that part of the game.
Making everyone use the same gear would not only have the 'protostomping douchebags' as you call them quit in droves, but a large portion of the remaining playerbase as well. Since Dust doesn't have a huge playerbase to start with, that would kill the game.
I could have sworn I saw a post earlier in the day which said the maximum concurrent users of dust in the previous 24 hours (or it may have been 48 I forget the exact details) was somewhere over 4k users. May I suggest that what you were looking at was the total number of people logged into Tranquility, which means Dust mercs and Eve capsuleers, and that it was shortly after the daily scheduled downtime so the number hadn't gotten back up to it's usual level of somewhere around 40 - 60k.
Finally, CCP have been as careful as they can be to make the AUR equipment equivalent to the Isk equipment, but with a lower skill requirement and, usually, some form of downside to using that rather than the Isk version. They've done that to try to avoid accusations like yours that the game is pay to win. Yes you can use the AUR proto equipment sooner than the isk versions, but they're also trying to encourage you to keep putting the sp into the skills to get them to 5 so you can use the better gear. Which you buy with isk.
When I play as a sniper, I'm more likely to be nearer to the opponents redline than my own.
