You can't anymore. That Thale Sniper BPO was only available back in closed beta for a limited time and it was really expensive to acquire from what I heard. Less than 10 people in the entire player base own these things.
EDIT:
As it stands, there are supposedly 5,173,573 characters in the game (not accounting for alts). Based on that number alone, 10 people equates to only 1.9329001446389178233302207198004e-4 according to my desktop calculator (no clue what the e-4 means).

EDIT: to anyone reading... The Thale BPO picture does not add up to me for a few reasons...
1) the letters of the BPO are closer to the image then of other items and the coloring seems a bit off.
2) this is the biggest one. Anyone who has a BPO with the same name as another item can clearly see that the BPO always comes SECOND. As in, the BPO Thale, if legit and follows what a real BPO shows up as, should be on the BOTTOM.
1) The letters in the image for the Thale is closer to the image than the rest because the other gear have apostrophes that precede them. The color could be anything beyond photoshop such as type of screen that the TV has (CRT, Plasma, LCD) and the quality of the camera used (smartphone or actual camera?)
2) What about the 'Dren' Swarm Launcher that seems to be the first listed under STD?

The thing is, there are only less than 10 such BPOs in existence. You have a much higher likelihood of running into Mr Musturd or OZAROW as ninja knifers than you would running into Thale BPO sniper user. Hell, you'll probably run into me first before then and I don't even have a PS3 at the moment.
This means that the Thale BPO snipers are safe from the nerf hammer. Their impact is minimal to practically non-existent.
But yeah, I doubt anyone who owns one would ever sell it at all unless they are no longer wanting to be snipers and even then the ISK value is tremendous to the point that only a corporation with fat stacks will be able to afford a copy.
