I think Gallente scouts have highest regeneration because they are a loner class. This means that they won't have Logis helping them out, in contrast to medium and heavy. Then again, that logic would require more regeneration for Commandos, as well, because Commandos are kind of the "buttfuck people when you are outnumbered two to one" suits.
The weird thing is that this basically means that Gallente need to be bros with Minmatar, as Minmatar have the rep tool bonus. I don't know how much this fits into fluff. |

Exactly, but 1-2 regen isn't enough to set them apart. If all three sizes had 3hp/s that would be much better. It will most likely be the suit of choice for lone wolf heavies. Na I think that's the Caldari sentinel. 1 second delay to repair at 30hp/s just put a complex armor rep and your set as the best passive tanker in Dust. Well, Caldari will have an advantage when it comes to many quick engagements in a short frame of time. Gallente regeneration means that the armor will actually regenerate without additional modules, while Caldari armor stays gone if it's shot off. The question is how high total HP will be if Caldari uses armor reps and shield extenders, while Gallente gets pure plates and shield extenders. So Gallente is more self-sufficient, but Caldari is better at chaining engagements. And Amarr is best for stand-up fights but is heavily reliant on support afterwards. |

As I said - Better at chaining engagements. An armor tanker will inherently have more total HP, though and the natural HP regeneration means that an additional armor module can be added without losing the ability to regenerate without a logi.
Edit: By the way, am I correct in my observation that armor reppers have no rep delay? It seems to me like they work consistently even under fire. Not that it would make much of a difference with the kind of dps that is thrown around... |
