The Sleepers are Jovian. It flat out says in Templar One that the Sleepers were Jove, specifially ones sent out to construct the first Jove Stargates. A Jove drone programmed with a construct of the recorded consciousness of a Jove comes to Marcus Jror and tells him so that he tries to stop the Amarr (and subsequently the other three empires) from harvesting sleeper implants to make clone soldiers.
When I play as a sniper, I'm more likely to be nearer to the opponents redline than my own.

Some of them did, yes. The first people implanted with Sleeper implants were 12 Amarr Soldiers and a Caldari Prisoner called Vince Barabin. One of them went nuts in the book Templar One and the rest, with the exception of one of the Vince clones, were destroyed by the Amarr Navy. The other races, after the events of Templar One, got ahold of the technology and used sleeper implants themselves, consequently, some of those went nuts and one of the things they did was paint 514 all over the place. The Amarr, managed to reverse engineer the implants and have come up with safe technology which they freely shared with the other empires (the events in the chronicle 514). Presumably between the chronicle and the point in the timeline where Dust 514 was released, the other three empires adopted the Amarr technology, or studied it and came up with their own version.
As far as I know, the in-lore meaning of 514 hasn't been explained yet

The Jove don't have bloodlines. They're all clones, genetically engineered and grown to adulthood. This has lead to major problems and the race is pretty much presumed to be dead as no-one has seen or heard anything from an actual Jove in years. However no-one wants to be the first to 'invade' Jove space in case they're not totally dead yet because it's Jove technology that makes Concord Ships virtually unbeatable. (Unless you gank them with a huge Titan fleet like the Minmatar Elders did that one time.)

Possible but unlikely considering it's only the cloned soldiers with Sleeper implants thatcreate a link to 514, that suggests it's something to do with the sleepers, the Jove as a whole or the 'other' which took over Jamyl Sarum. I'm hoping we get another novel or two and we get to find out.
