This works, but I think it would be better if it was constantly charging up rather than filling up every second.
If you get shot between those 1 second ticks and the shield recharge is constant, you don't lose the whole amount. Say your recharge rate is 40hp/s. Say you wait 0.5 seconds, and you get hit after that, you won't get a single HP out of that 40hp/s. With the new system, you would have recharged 20HP.
It's like the difference between a triage have that repairs 70hp/s, or a repair tool that repairs 70hp/s. It's the same on paper, but it's definitely noticeable that a repair tool simply works better under fire.
Great idea, I also think that there should be a certain dps threshold that must be reached to cease shield recharging, so that if you take 5 damage from an HMG from 80 meters away, it doesn't stop your shield from recharging

For example, in tanks, swarm launchers often can't stop the regen of shields that have hardeners on. I was thinking a very very low dps as a constant for all shield values, like perhaps if you are receiving less than 50 dps shield recharge continues regardless of anything else, with no skills or modules related to this, so that it remains as a constant stat for shields
