My Minmatar Scout Build for 1.8. It's mine, so no stealing 
Meet the Anarchist.
This suit is made to do one thing, and that is to just make Chaos in a compound. With a bonus to hack speed naturally, this speed/regen suit is made to quickly cover ground in a city and hack HVT's and to harass the enemy with hit and run tactics. If you play this suit right, you should be able to quickly recover from damage, and to keep attacking the enemy and weakening them for your team.
Fit is Optimized for Full Proto.
High's
2x Complex Shield Extender
1x Complex Mybofybril (210 melee. Also cheap CPU-wise. Made this change to free up CPU for cloak)
Low's
2x Complex Kincat (Combined with the buff to stamina regen, this should make for an EXCELLENT sprinting suit)
1x Complex PG upgrade (Required to run the PG heavy cloak)
Weapons
Six Kin ACR (It only costs 6 PG when maxed!)
Ishuknone Nova Knives
Flux Grendae (Basic. For utility and CPU/PG. DAAAMN this is a tight fit)
Equipment
F/49 RE's (For utility. Can deal with multiple threats, and creates TONS of Chaos.
Ishukone Cloak Field. (Cloaks for 120s straight. Also reduces your profile by 1/4th. You need only fear Gal logi proto scans in this suit)
OVERALL STATS:
ISK: 190k
eHP: 357 (270 shields: 87 Armor)
CPU: 472.5 / 480
PG: 94 or 95 / 95 (depending on how they round)
Speed: 10.38 (Greased Lightning)
Stamina: 220.5 (21 second duration. 218m covered in that time)
Stamina Regen: 36.75 (6 seconds until full tank. Can cover 470m in 48 seconds. AVG SPEED: 9.8 m/s
Pros: You are fast and invisible. You also have the greatest CQC powers in the game, with the Proto ACR, Proto Knives, and an amazing melee stat to top it off. Combine with your speed and stealth, you should be a TERROR in CQC.
Cons: SP-Intensive, expensive, and squishy to boot. This suit will require a lot of skill to use, and dear god will it be harsh when you lose one. This is also a VERY tight fit. I'm gonna do the math on what SP you have to have to run the minimum on this suit. BRB.
Nothing says "F**K YOU!" like a direct Flaylock to the face.
