Soraya, I'm going to translate for Free Beers, because I honestly see where he's coming from.
PFC does need to go, mainly because the people who would've actively policed it get nothing but hate from the community in general. A prime example I've actually been a part of is the one concerning Subsonic Synthesics and Subdreddit. Back in PX1's policing days, which lasted 2 or three days, Subsonic snagged a territory from Subdreddit on PFC, and we were watching that district beforehand, they had it for more than at least 3 days. Then PX1 started doing it's job and started working to kick Subsonic out of PFC. Which started some big huge crying debate on Subsonics side basically saying it was an accident and they were returning the district. Mike Ruan decided that he wouldn't let it slide. what then happened during whole incident was we were policing with the Generals at the time, and Subsonic decided to tattle on us, and it got into a huge debate between PX1 and Generals, comparable to that of a child trying to pit his/her parents against each other. What really ticked me off about the incident was I was actually supporting Subsonic and tried to convince mike to let it slide. He didn't however, and nowadays, all I've seen Subsonic do is whine and complain about Pradox, when we were just trying to do our jobs.
Then you have the fine people who say they would police it, but do absolutely nothing. Honestly, AE is the only example I can think of. Proof Soldiers of Blood had a district Red Scorpion Latinos took their district by force, and I know because we were watching that one also. To.... Flatlines
Bottom line, if you're not satisfied with how people are trying to keep PFC running, try doing yourself. You'll hate it as much as we do.

the plain and simple bottom line, which is ultimately the answer to everything in this game from the viewpoint of a mercenary:
Is it profitable?
district locking isn't because people are scared to lose their land. Its because it increases their wallets.
Policing Oddeluf in and of itself is not profitable, and many people often require prescription medication to relieve the headaches that come with it.

Get two or three of the rare talent members from each of the Indie corps who are on PFC. Give them a cargo hub either on PFC or Bosena. These members would still be able to fight for their previous corp, in fact, it would be best. What this will do in my eyes is if their corp is caught breaking the rules and there are two "officers" on both sides, there would be two witnesses to the rulebreaking, then the punishment of removing the corp from PFC would commence by sending clones from above cargo hub. And on the payment, we all know that no one wants to do this without some sort of monetary compensation. So my idea is for certain people in this corp will scout out corporations, see if they can field full to almost full consistently, and the people on PFC will take 10% out of their profits and send it to the corp. I know it sounds like extortion, and it is, but in all honesty, I would never police again if there wasn't something in it for me.
