Putting an end to "standard access at lvl 1, adv at lvl 3, proto at lvl 5" skills might help the equipment tree somewhat. Even if they only gave out a 1% bonus per level as well as giving access to higher tiers might do the trick.
Well there are 2 ways you could do it. 1) Nano Circuitry: +10 Maximum Nanite Swarm Capacity per level (No chamge to skill tree layout) or 2) Nano Circuitry: -2% PG/CPU fitting cost per level Nano Density: +10% Maximum Nanite Swarm Capacity per level, etc (Skill tree now resembles weapon skill tree more closely)
Personally I think the first Idea is better, but jist giving the options. As for the scanner nerf, it was the most logical thing to do, while I disagree with logi racial bonuses for a number of reasons, if the gallante bonus made it in without a nerf to scanners, my god the horror.
And as I said before if you allow cloaked entities to be scanned as easily as they were going to be, cloaks would be pointless. Although I imagine a Gal Logi with a duvolle focused my still catch a cloaked scout, just.

TL;DR Summary: -Cooldown times on scanners increased. Scanner functionality has been improved to do GÇ£snapshotGÇ¥ scans in order to stop 360 degree spins. -Range on repair tools reduced. -Drop uplink spawn times increased. -Nanohive nanite supply reduced.
the scanner one was called for but everything else ,1 step forward and 2steps back
The current equipment is good enough already, adding the bonuses woukd have been terrible. Uplinks with 2 second spawn times Repair tools healing from over 50m Nanohives that never run out. And Scanners, don't get me started
However, this does also create an interesting situation, why use a drop uplink on a Minmatar Logi? While it does reduce the effectiveness of Logistics equipment on assault classes, it also reduces the effectiveness of logistics on logistics class.
I think in time the current descision could potentially come back and bite CCP on the behind. But I have now warned them.

Hopefully they'll give all logis a slight bonus to the three types of equipment they aren't "specialised" for, maybe 25-50% of the full bonus. That or have each logi have a bonus for at least two types of equipment.
Well you see that's the problem, CCP apparently are experiencing a lack of programmers, so they can't modify the code to allow more than 2 skills per suit. So what I think, is that the current skills are only for testing andmwill eventually all be bunged under a "Equipment Bonus" Skill. Once we have them programmers to do it.
It would make more sense.
