Meh. I guess it depends on your play style. On my ADV suit I do run reactive plates for the extra bit of armor but I keep some reps and it still works decent. As I've said before any good heavy that utilizes cover well can stay alive.

But that's a pub suit - in PC you reaping yourself after an encounter isn't as important as being capable of pushing people back or flanking them quick enough.
True enough. I know PC is most talked about here but I always forget. I definitely have a different setup for PC. But with the gallente heavy coming reps may once more be viable in PC.

So lets pick your brain here. So why do you think stacking all plates is better than reps? Sure, you have a larger raw amount of HP, but even with a core rep behind me I can still go down to 3-4 proto rifles shooting me. So instead, on the gallente sentinel I run 4 complex reppers. That gives me 26 armor repair a second and 6-700 armor ( i don't know the new exact amounts with skills). So even at 600 armor in 24 seconds I would be fully healed, which is the equivalent of running to another objective. Add a core repper behind that and now I have over 150 hp repair a second. I think that's where the rep stacking will shine.
