My suggestions would be:
Make the scans instant (or almost at least) to prevent 360 scans. Increase the cooldown on all scanners to 30+ seconds to encourage tactical use and limit spamming Remove the "YOU HAVE BEEN SCANNED" (or prevented the scan) messages, and maybe make the scanner light more up instead. This one isn't as important as the other two suggestions though.

I personally wouldn't like this change very much, as I like to know when my ambush is either still good to go or if I need to back off. Well, I did say it wouldn't be as important as the other changes, and it's only my opinion as well.
I understand people might want know that they've been scanned, but I also think that it's a little cheap. Plus removing these messages would mean that the person scanning wouldn't know if someone evaded his scan (which is how it should be imo).
I just don't think people should know if they've been scanned or not. People using damps usually know they aren't scanned anyway, and people not using damps don't deserve to know they've been scanned.
I also did say that the person using the scanner should light up more when scanning, so it would be easier to see when someone tries to scan you.

They would have to make Active Scanners show results to team then, which I support, but I don't think CCP agrees with it.
They could then also make passive scanning show results to squad and give out assists from kills by squadmembers.

1. I don't really play atm, but if I did I would actually use damps, so there's that. I wasn't even complaining about being scanned all the time, but rather just don't think those messages should be shown.
2. Nothing wrong with using more than one scanner though. With a 30+ seconds cooldown you could still only scan every 15 seconds and not every 2-3 seconds you can now.
