Plasma would actually be like a red-blue color. Sun and stars are plasma. They should also change the sounds.

In fallout plasma is some green gloop, but plasma is a heated gas not l whatever the hell that is

There've been so many changes that now they're just sticking with this one.
But the old AR sound was so much better :(

I don't remember the plasma cannon's description, but if there is no mention about a specific chemical element, I think CCP could turn it "green". The color of pure plasma is pink. The colour comes from the fuel, that is basically hydrogen which gives off two different colours, a strong red and aqua-blue, which combine to give into pink but if there are impurities (i.e. not plasma) such as beryllium there will be a blue green tinge, if oxygen is present (which is very bad) it will be blue in color. So yes the 'color' that we see can be changed but what you said is not correct.
Plasma is an ionized gas therefore the color is dependent on the energy level that the electrons are transitioning from, when you heat elements you can see them start to glow this is caused by electrons going "up" in energy levels. Also there is no such thing as pure plasma in the context you refer it to, pure hydrogen, pure hydrogen is actually extremely rare in nature. And plasma being pure in itself is not true because plasma is a state of matter not an element or chemical, that's like saying a pure solid is clear. The color of plasma is dependent on the chemicals (gases) involved and where the electrons resonate which is usually the outermost energy level. There is a chart somewhere that tells you the color of each gas.
