-Enable scouts to use HMGs with 0 speed penalties and at 1/100 its cpu/pg cost

Okay, as long as sentinels can use the cloak that's coming with 1.8 and get a speed buff from it so they can run as fast as scouts since scouts want to act like heavies.

Holeee-shiit, you don't understand how tired I am of people thinking that the Commando suit is "heavy suit with light weapon."
Look at the Commando suit. LOOK AT IT.
STD Commando: 0 highs, 0 lows, 2 Light Weapon slots, 1 equipment slot, 0 grenades, 325 shield, 325 armor (406/406 at level 5 armor/shield skills [and this is only after a recent buff. Used to be 250/250 base]) 8k ISK
AVD Commando: 1 high, 1 low, 2 Light weapon slots, 1 equip, 0 grenades, 812 EHP (lvl 5) 21k ISK
PRO Commando: 2 highs, 1 low, 2 light weapons, 1 equip, 0 grenades, 812 EHP (lvl 5) 94k ISK
It is not "Heavy suit with light weapon." It is "stripped down heavy that is slower than an assault, with 3 slots at PRO level, no grenades, and costs almost 100k just for the empty dropsuit alone." That's what it is.
The Commando is about versatility with two light weapons on a barely-equipped, plodding target.
If I have to make this damn point one more time, I'm going to explode.

I swear I saw a scout with an HMG once. I can't remember the guys name now but a corpmate saw him in a different match and mentioned it to me and then someone made a post on the forums about it. I heard maybe 4 or 5 other people that independently saw him but then after a couple of days he vanished.
