Hello! (Sorry I couldn't get to you sooner, I was in sleeptown!) :D
First off, know that I'm not a full-on Scout. I am, however, a pretty darn good assassin, and I do use it as a Scout, to look ahead for my squad and team. Also, before I start saying stupid stuff, it's advised that you check out the Learning Coalition. We have plenty of students and teachers, some of which might know something that I forgot to tell you.
1) Stealth Scout = Best Scout. At the moment, the standard, shotgunning, speed-tank Scout is much weaker than it should be, due to the TTK and just general Scout issues making the Scout die in a couple shots. It's much easier for a Scout to sneak behind enemy lines and kill anyone that isn't looking. I'm sorry, if you wanted to be a Shotgun Scout, but most people need at least open beta experience to do that.
How can you be a Stealth Scout? Here's a good starter fit for you to use. It's cheap in ISK, and SP requirements are pretty minimal.
1x Gallente Light Frame HIGHS 1x MLT Sidearm Damage Modifier LOWS 1x ADV Profile Dampener (Required to avoid Active Scanners.) 1x MLT Kinetic Catalyzer WEAPONRY 1x Submachine Gun (Advised you get level 1 in the skill, as the basic is SP cheap and is infinitely better than MLT) 1x ZN-28 Nova Knives*
I don't know how many fitting skills you would need to get this, so I apologize if you can't afford it. The MLT stuff can be swapped out for Basic stuff, to save yourself the PG/CPU, and the ADV Nova Knives can be swapped for Basic, if you really need to. The Submachine Gun already saves you a lot of CPU/PG though, because it's not a Light Weapon.
Basically, you want to run away from the rest of your team, and try to get behind people. Most people won't see you (Active Scanners included, if you use an ADV Profile Dampener), and if you can get behind them, you can quickly kill them with knives.
It's a good idea to study the maps, to look for flanking points and hiding spots. You can find the maps elsewhere on the forums (Near the bottom, before it hits other languages).
*ADV Knives are almost a requirement, if you're looking to be a Stealth Scout. They're quiet, they charge quickly, and OHK most Medium Suits, assuming that both swipes hit. A Sidearm Damage Mod will allow you to just tap the trigger and kill most suits, but it's still advised that you fully charge them. Remember, go for people that either don't see you, and/or are completely stationary. Once you start getting better, you can go after people that are aware of your presence and are moving towards you, etc.
If you have any extra room, see if you can fit a Stable Drop Uplink (Level 2 in Uplinks), or a Compact Nanohive (Level 2 in Nanohives). I suggest going for the Compact Nanohive, as it is universally useful. At 16 million SP, I still use a Compact Nanohive where ever I can fit it, with the exception of my Logistics suits. They're especially effective on the Caldari suits, as they don't have a lot of Low Slots to fit a Repper.
When you get enough SP, I suggest going for the Gallente Scout. It has better scanning, and more Low Slots, allowing you to fit more Profile Dampeners and/or Speed Modifiers. After 1.8, it will also have the bonus of a 5% Scan Profile Reduction, allowing you to more easily avoid scanners and people.

Try using a mlt min light frame, fit with twin mlt dampeners, nova knives and flux active scanner.

It is recommended to run 2 MLT dampeners because then you will be avoiding Advanced Active Scanners and vehicle scanners. I didn't have to do so back when I started out because the active scanner was not rereleased yet. However it's hard times on new scouts and 2 MLT dampeners are the way you stay ahead of the curb at such a low level.
I recommend those 2 MLT dampeners and immediately upgrading your gear to basic to reduce fitting costs because scouts are notoriously poor to fit with (currently).
As for weapons I would run dual sidearms initially to also keep fitting cost down and also for DPS reasons.

I have a Scout alt.
Loyalty Points. Get them and use them. I use: -Federation Basic G-I Scout -Federation Basic Kin-kat -Federation Shotgun -Republic Remote Explosives -Basic Armor Plate -Militia Shield Extender
It gets the job down until I have enough SP to get the real deal. My assault is:
-Gallente Light frame -Basic Armor Plate -Militia Armor Rep -Recruit SMG -Exile AR -Militia Nanohive -Militia Shield Extender
And spec into core skills that help your suit of course, before the actual gear.

You can AFK in Gallente Factional and still win. Gallente and Minmatar are the easiest game modes in the game. NEVER play for Caldari or Amarr, then you'll be sorry.

So I am going to assume you have just started and you don't have a scout suit or maybe don't even have a tier 2 (3 out of 5) in your light suit.
The basic and militia dampners are useless.
Personally, I think you should wait to skill in or skill too deep into it until after 1.8 on the off chance we don't get a respec and the layout changes too much. If you are going to insist on doing it then choose your racial light suit and start from there.
I recommend making a fit that replicates any blueprints you like already and work from there. You can even put a militia codebreaker in a low slot to hack a little faster and sneak some hacks.
The most dangerous scouts using precision enhancers to see the enemies around them on their map without a scan. It's sick because you know which way they are facing and everything.
Once you get to 3 out of 5 for profile dampening (which I highly recommend you get after getting 3 out of 5 for your light suit or scout suit) then fill a low slot with a dampner. |

Noob here and I play a shotgun scout (RE), AR scout (Link) and logi (hacker / links)
Shotgun MLT is fine starting out as you often don't get a chance to reload until you get the hang of it.
My test suit was: Light STD Shotgun MLT SMG ADV - MLT depends on fitting and spares REs STD Plates MLT/STD Dampener MLT/STD
High if I can fit it.
Once I found I enjoyed the fit (great for urban warfare) I upgraded to STD scout and Shotgun. |
