 Here's my idea for Assault Bonus.
 The "Assault" Bonus should be the Minmatarr bonus :
 5% bonus on damagers per level.
 
  12.5% for a Complex / 6.25 for an Enhanced / 3.75 for Basic. 
 And then "specific" bonus for their light weapons.
 
 Amarr : 5% reduced Heat up per level. 5% speeder to "cooldown" when Overheat per level.
 
 Gallente : 3% more RoF on AR per level. (862.5 RPM at level 5)
 5% more RoF on Shotgun per level. (Dunno for this one if shotgun is really used by assault Gallente......)
 5% reload time and damage for Plasma Cannon per level (Making it deadly as an AV wepaon in an Assault Gallente Hand.)
 
 Minmatarr : 5% of Magzine size and 5% Max ammo for CR (The only weakness of CR.=> 68 bullet per mag at level 5 instead of 54 and 405 max ammo instead of 324)
 4% more damage ONLY on direct hits for mass driver. (Making it light AV weapons in true minmatarr hands.)
 
 Caldari : 10% speeder missiles and 5% more lock Range for Swarms launcher per level.
 5% better zoom for sniper rifles and 5% faster to have steady aim per level.
 3% bonus damage to Headshot with Rail Rifle per level. => 2% faster reload with it per level.
 
 
 
 Balanced and DAMN useful for assaulters without making them "game breaking".
 They are "All around" making them useful for every light weapon.
 They are useful but not "Must have" making others race able to use and other race weapon.
 Those bonuses are PER LEVEL.
 Tell me if i forgot a weapon ^^
 And what you' think of them.
 And if you have better idea for some of them (must not be OP and must be related on "assault" purpose.) especially for sniper rifles which i didn't found an idea.....
 It complete the assault bonus perfectly. (Assaults are not just "MOAR HP or MOAR DAMAGE").

 General principle: +1
 
 I'd probably modify some of the bonuses to being a little more generic and less specifically called-out on weapons, but giving bonuses something like:
 Gallente: +2% or +3% ROF to Hybrid - Blaster weapons per level.
 Emphasises the general Gallente design principle of high DPS but close range.
 
 Caldari: +2% Optimal and/or Effective Range and/or +X Zoom Level/Magnification/Visibility/something-that-helps-zooming-in to Hybrid - Railgun weapons per level.
 Works for Sniper Rifles, Rail Rifles, MagSec SMGs, etc and is in keeping with ranged dominance.
 
 Minmatar: +2/5% bonus clip size to Projectile weaponry and/or maximum ammo per level.
 Increases longevity in fights by leaving them less vulnerable periods of restocking/reloading and keeps with the Minmatar weapon philosophy of firing lots, and forgiving of some inadequacies.
 
 Amarr: -5% Heat build-up of Laser weaponry per level.
 Pretty much what every Amarr Assault wants anyway, and keeps with the reliable Amarrian philosophy.
 
 My thoughts anyway..

 I agree, though I believe 3% per level fire rate is too high, since maxed out would mean 15% more DPS. I would prefer if it was 2% per level, but I agree with you. +1
 I do think that more generalized bonuses work better since they can more easily applied to new weapons without having to add new specific bonuses to the new weapon.

 EDIT : I remember why i didn't did it the first time ^^
 All these bonus is applied ONLY on a single weapon.
 Generic bonus will be too much powerful for some (Less recoil on sniper means spam of tactical.) or useless (More RoF on plasma cannon) or ONLY on some weapons (Swarms).

 Changed to 2%.
 With 3% it was almost Officer weapon.
 
 Generalized bonus would fail.
 As i said it must be "all around".
 And each weapons works differently.
 We can't have the same bonus for Sniper rifles and rail per example.
 More range on sniper ? Useless.
 More zoom and RR ? Almost a nerf for RR it will make it even more harder to use.
 "Specific" bonus would be cool and more useful.
 
 
 I don't think there will be new Light weapons soon. And these bonus don't affect secondary ONLY light weapons.
 There's already (almost) the full Light weapon line up :
 
 Rifles :
 Amarr : Scrambler
 Minmatarr : Combat
 Gallente : Assault
 Caldari : Rail.
 
 Specialist weapon :
 Amarr : Laser
 Minmatarr : Mass Driver
 Gallente : Shotgun
 Caldari : Sniper Rifles.
 
 Anti-Vehicule :
 Amarr : ???
 Minmatarr : ???
 Gallente : Plasma Cannon.
 Caldari : Swarms.
