Scouts are also gaining racial completeness. Don't forget the extra hi/lo slot we're getting on every suit. Finally 
I noticed that too. Comparing the new stats to what we have now for example the Minmatar Scout Mk.0 will have one more low slow in addition to the extra equipment slot. Hell for that matter, all scouts seem to be getting plenty of love.
1. More hi/low slots for all suits.
2. More CPU/PG for all suits.
3. We keep the sidearm slot.
4. Two equipment slots instead of one.
5. Racial scout balanced against each other*
* - Note the racial scout bonuses bring the suits in line with the design philosophy of their respective races.
Caldari will have bonuses tailored towards finding other scouts.
Gallente will have bonuses tailored towards evading Caldari scouts.
Minmatar will be the first to arrive and hack objectives as they should and have utility.
Amarr will be the ones to have endurance for long periods of sprinting and also have utility.
