Again that's not the point. That is our racial balancing inclination. Its like taking the speed from the Minmatar are saying "While all your friends are getting nice shiney new bikes you can have this ****** unicycle."
We should not have to barter with the statistics that make the Amarr unique to have a fair and balanced bonus on par with the other racial groups.

Basically that's 295 meters of marathon running with about 5 1/2 seconds of downtime.
Kinda makes sense that they didn't give it a built in complex cardiac regulator otherwise you diminish the value of fitting them. Just my opinion.
Is that not so with the other modules though? Lvl 5 Gallente would never need to fit a profile dampener for the most part, the Min would never need to fit a code breaker.... or consequently would for a 5.8 Sec hack which is very much so over powered.
Why should 3/4 of scouts excel in scout based roles while one does not?

We hace between 3- 0.9 sec more sprint time if we got our bonus and they got their complex Cardiac Regulator
Much like the Min Scout gets a 25% faster hack, we also get this bonus if we stack a complex Code breaker.
Much like the Gall Scout gets a 25% reduction to profile dampening, much like we get a 20% (I believe) if we fit a complex profile dampener.
