I didn't want to spend SP skilling in scouts on my main (just yet). So I did the following.
Make an alt, and use the starting 500K SP to skill straight through to lvl 1 mini scout. Should be just enough SP to do it. Put together a basic and cheap nova knife fit.
Restock lots of them. I said restock lots of them,  . And then spam them in every match you can. Knife anything that moves. See how many proto scout rewards you end up getting at the end of the event.

It's a very poorly thought out event. Very few people are invested in nova knife scouts. So, most people would need to spend 200,000 SP for the scout suit and, as standard nova knives can't kill a noob in a militia fit reliably, you need to spend 87,000 SP to actually kill anything. There's no point in spending nearly 300,000 SP just for an event. And even then, it takes a hell of a lot of practice to be able to use them effectively. So, if you did invest in scout and NKs, you wouldn't really do that much besides die over and over again.
Basic light frames, shotguns, smg's and Scrambler pistols should have been allowed as well as they all have militia versions and are used extensively by the scout community.

You are assuming the purpose of the event, is to get new people interested in scouting/knifing.
I would lay down good money that assumption is wrong.

The event require 31k SP (if you don't have any SP in infantry things), to spec into knives, you can use LP STD scout dropsuit like i do, they are not the best but i've already collected 10+ kills in 3 games.
TIP: stay away from the middle of the fights, search snipers or campers in general, sometime it's better than waiting for someone to hack a point.
1.8 it's so secret that nobody know what will be in it, even after patch notes...

I think the true purpose of the event is for data gathering on people that play scout as their main suit to give them ideas on further tweaking and see how they go against the rest of the players.

Event implications for CCP:
-data mining on scouts and NKs
-sink for previously gifted suits (black eagles, quafe, neo, etc)
-lolz at incoming forum qq during event
Event implications for players:
-Reason for mediums to test out scout suits
-Bragging rights amongst scout community
-Valid reason to burn unwanted suits
-Distraction from March 1.8 release

I have an alt Colonel-Evo who has 50k unallocated currently but has adv nks and a basic frame light suit. All I need is the scout. And I am not interested in creating another alt just for this event.

Yes it is a poorly thought out event if you ignore the Operation Shadow Hunt event that is also running at the same time. Those who have no interest in developing the scout suit, and NK can always reap the bounty price on the scouts out there, by using any Assault Rifle, Combat Rifle, Rail Rifle, Scrambler Rifle, or HMG.
Pretty sure everybody has access to at least the starter fit AR.
Someone always gets left out of events in the end (usually vehicle pilots)
Adding in the shotguns, smg's and Scrambler pistols to the NK would have made a lot of scouts very happy
