What you skill into for dropsuit upgrades directly depends on what you do for dropsuit command. If you put a lot of points into armor modules because the Amarr sentinel has all those low slots, good luck trying to make use out of that if you are moving to Caldari Sentinel. Or if they take away the scout's sidearm, good luck making use of that fully maxed out SMG/scrambler pistol or whatever. Even Commandos, now you have to use specific weaponry to take advantage of the racial bonus.
Dropsuit Command, Dropsuit Upgrades, and Weaponry will all be refunded. There's no other way about it.

Don't get your hopes up. "Changing" is a very broad term. Changing by tiericide and bringing everything closer together wouldn't warrant a respec because those ships still perform the same role, even if not as good. But what is happening in Dust is different, as they are changing the actual function of the suits.
If say Minmatar Logistics was getting it's bonus changed from 5% hacking speed per level to 2% hacking speed per level, that wouldn't require a respec as it would still be a hacking logi and function the same way. The Minmatar Logistics getting it's bonus changed from 5% hacking speed per level to 5% repair tool repair rate and range per level however is completely changing the function and what it is used for on the battlefield.
That is just an example, but the same can be said for just about every suit in Dust with these changes.
