SP is the most precious commodity in DUST. Other players can give you ISK, you can buy Aurum, but even with boosters, you have to grind for Skill Points. Especially when you're starting, how you spend your SP dictates how you can play, and (with the rare and vanishing exception of a respec) once you've spent them, you're stuck with them.
This should give you a general idea of how, and where, to spend your SP safely and effectively.
Generally speaking, there are four types of skills available to you. Core Skills will benefit you no matter your suit, weapon, module, or equipment--assuming you're infantry, of course.
They are:
- Dropsuit Armor Upgrades - +5% to armor per level
- Dropsuit Biotic Upgrades - +1% to sprint speed, max stamina, and stamina recovery per level
- Dropsuit Core Upgrades - +1% to dropsuit PG and CPU per level
- Dropsuit Electronics - +5% to dropsuit CPU per level
- Precision Enhancement - +2% to scan precision per level
- Profile Dampening - -2% to scan profile per level
- Range Amplification - +10% to scan range per level
- Dropsuit Engineering - +5% to dropsuit PG per level
- Systems Hacking - +5% to hacking speed per level
- Explosives, Heavy Weapon/Light Weapon/Sidearm Operation - -3% to CPU cost per level
It's never a bad idea to spend SP on these skills. Don't be in too much of a hurry to max them out, though. There are plenty of benefits to be gained with the rest of the skills, so if all of your SP is spent only on the Core Skills, you'll have a bad time. As a rule of thumb, put about 35% of your total SP into Core Skills.

This is a great guide. It explains the nuances of the SP system and leveling while alerting newcomers (and possibly older players) to the little "traps" that you can set for yourself if you don't know what you're doing.
If I had something like this to look at from the beginning, I would be light years ahead. Instead, because of my early squandering, I had to make up for lost time. And in New Eden, time is skill. You don't want to get left behind having to experience "the double grind" effect.
Thanks for the link. I would advise all newcomers to read this entire thread. Ask questions. Knowledge is important in New Eden. Especially when it comes to charting your own personal career course.

IT'S A TRAP!
Shield regeneration bonus for Gallente Assault is about as useful as Sharpshooter for Nova Knives.
