Railguns do bonus damage to Armor, less to shields, it's like that for the forge, sniper rifle and rail rifle, why is the railgun reversed?

It is correct as it is: hybrid - electromagnetic weapons are focused against armors instead of shields as you may expect.
The sniper rifle works in the same way as you OP pointed out.
Would you like to have it changed or what?

The point is, the Small and Large Railgun turrets do bonus damage to shields, not armor, which is broken.
Also, Hybrid is divided into two damage types.

I'm just speculating, but I think the EM weapons in DUST work in both ways as described below.
GÇó Forgeguns and Antimatter turrets use a relatively small projectile to deliver a massive amount of eletromagnetic energy to the target, thus dealing more damage against the shields.
GÇó On the contrary, Sniper rifles and Rail rifles use the electomagnetic power to accelerate each bullet: these weapons are basically common firearms but instead of using gunpowder they rely on EM energy to eliminate the threat, and that explains why they are more effective against armors.
