Basically CONCORD (galactic space police) taxes you severely for using higher tier gear in high sec worlds. Take note that when you are deploying there is a number that denotes the security of the planet. It's a scale of 1 to .1, with 1 being the most secure and .1 being the least.
The lower the security, the less severe the taxes for using advanced and proto equipment. Also the ISK payout is higher over all. Higher security space would really only be profitable for people who don't die or use militia and standard equipment, which would not be taxed in high sec space.
Methods of taxing would be simple, equipment lost in high sec (1) would be taxed 3.2x, while advanced gear would be charged 2.8x. These taxes would not be levied by multiplying the cost of the entire suit, rather they would affect each individual piece of equipment. This is because people generally use suits that have a mix of different tiered equipment.
Taxes would lower the lower you go in low sec. So for example at .5 (neither high nor low sec) you would be taxed 2.4x for using Proto equipment instead of the 3.2x you were taxed in high sec.
Take note that my numbers for the tax multipliers are just for demonstrating the idea, just examples.

No, concorde is for policing space, tax is something put on profits and using proto gear in a pub match is self taxing. What you are talking about is charging someone for the use of something that is not illegal. If I were so somehow use a bomb launcher in highsec I would expect concorde to step in because bomb launchers are prohibited for use in Empire space. This is not what we are dealing with, in fact all our PC battles occur in Empire space.

Alright Draco, so I guess you don't like the lore behind this idea. Though, what do you think of the mechanics for making a de facto place where new players could play without the fear of prototype players, or at least of constant encounters?
Lore can be changed at the snap of some fingers and doesn't really affect the gameplay much.
