New stuff is kinda happening. They're able to create variants of existing weapons, but 100% new content will not happen. But nobody really complains about anything, as most of the balancing issues will be addressed in Hotfixes.
They're even planning on buffing the Flaylock Pistol and Plasma Cannon.

edit: What's all this chatter about a Commando Corp? Yeah, but if you've got the cash I stacking 6 boosters will get you the SP in no time. But then you'll probably find yourself grinding for ISK in real life.
Also, if you go to your name and leave a corp, your roles will auto-drop and you can join a new one.

The problem with the "baby steps" approach is that only implementing one 1-2 of these changes will only fix 1-2 of the reasons why all of the other ones remain broken.
In laymen's terms, Phase I fixes their slot progression, but doesn't change the fact that that their bonus is only 3% better than a module that anybody can equip. Phases I and II solve the former problems, but doesn't change the fact that they don't have enough HP and their Shield Delay is too low for their HP.

My main problem with this is that while my idea does make them highly similar, not implementing this change will lead to the Minmatar & Gallente Commandos still being superior in terms of SP investment.

On shield delays and health, yes. Commandos all need some love there especially in shield recharge areas.
I found another solution that doesn't give them bonuses to all Light Weapons, so I will remove that. However, I already tested before-hand and the extra 5% damage won't change the SL TTK so there's really no point in removing it
How do you feel about the Slot Layouts?

I don't tank my Calmando at all - I can't when the delay increase on top of 8.00 depleted recharge delay stacks up. I personally believe the Calmando should have a recharge delay similar to the good stats of the CalSentinel, which has been proven to be not broken. Otherwise, it's a poor excuse for a Caldari suit. A Gallente Assault gets similar shield delays.
The Minmando's delay is also poor, but its regen rate is especially lacking in the appropriate areas concerning the Minmatar's 'Energizer' role. That would also need the buff.
The Amando could use a heat buildup reduction like the Assault. Maybe at a smaller increase per level, but enough to not make the suit useless.
The Galmando, and most Gallente suits in general, needs a small stamina buff. Agreed and noted.
