So, an idea.
The Swarm Launcher could be changed to a lock on AND dumbfire weapon rather than just a lock on weapon, I think it would be interesting. When you see the swarms it seems to me that it's meant to be an anti air weapon, after speaking with DUST Fiend, he's told me he doesn't have a problem with proto swarms even when they're stacked with damage mods even without a hardener on.
Now why is it my tank finds them hard hitting? Anyways I've always thought Swarms shouldn't lock onto Ground Vehicles, it's a reason I'd never say they should get an increase to lock on range, but what if they didn't lock onto ground vehicles but did for aerial ones? Add the dumbfire function so they can be fired without a lock on at ground vehicles but requires you to actually aim rather than look, fire in the air and hide without issue.
One issue is that dumbfire swarms could be used against Infantry, sure, reduce the splash damage and make the radius 0.5m (or something around that number) and then it becomes more of a skillshot weapon for taking people out.
So?..

It used to be that way but it was broken, but lets say we removed their splash all together and what do we end up with, potentially six missiles in a large clump moving at a decent speed that can obliterate any suit
Besides the lock and flight pattern has always been more of a benefit to the target than it is to the user, those slow lazy arcs makes dodging them a breeze if you are near any sort of cover while making them dumb fire means actually being able to target the back panel on a tank more consistently
Im not drunk, the planet just happens to be especially wobbly today.

With its already limited ammo and possible a slight increase to spread, reducing the chance of being hit by more than two missiles at best as infantry from range OR decrease so you're looking at being hit by all 6 but only if you get hit by this tight volley, you'd be looking at a weapon that would be quite fair I think.
And sure we could do that, but I wouldn't mind them being slightly useful for firing at areas, I mean even a Forge has a little splash ^_^
