Coreskills: Dropsuites Upgrades, Engineering, Electronics, Hacking, Shieldupgrades, Armorupgrades, Weapon Upgrades, Precision, Dampener, maxing out your weapon of choice ... you have A LOT to spend without "wasting" anything.

Not playing a scout, but the core skills alone are more expensive than 13 million. Then you need a dropsuit, a weapon and at least 1 piece of equipment.

Kinetic Catalyzation - 1 Mil
That's 10 Million. And not even counting that you should max out 1 Light weapon and 1 Side Weapon as well as a Dropsuit and 1 piece of equipment which you're using. So I guess if you're not getting sidetracked at all that would be 20 Mil minimum.
