Does the remaining 20 shields 'eat up' the whole bullet damage or does the remaining 10 damage move to armor?

I've escaped many times from situation with 0/0 shields/armor and every time it feels like an angel looked down to me and decided that I'm not ready for heaven yet. 
But yeah, there seems to be some minimal buffer under the suit.
EDIT: Or, as Grit Breather said there's resistances and roundings up and down and what you have.
But my original question got answered: Does the damage move to armor after shields concerning one bullet.

All suits have 10 HP of life under the armour. Unlike armour and shield, there is nothing that replenishes this so use it wisely.

Whoa. But what about, uh, hundreds of us who do not have access to crystal ball?
I feel this should be easily accessible information to Dust players also, not needing to dig it out of servers or whatnot.

I guess so. I kind of understand that. It's debatable that Dust mercenaries _need_ that info but it should be easily available if one wants to know. And yes, I got the answer immediately. Thank you CCP.
