Now let's assume it does 80% damage to shields but 120% damage to armour. Now you shoot it at some unlucky fool with 10 shield and 10 armour left.
First the bullet hits shields and does a full 10 HP of damage to them, depleting them entirely. In order to do this 10 shield damage, the bullet had to "use up" 10/0.8 of its damage (that's 10 HP multiplied by the inverted 80% value). That comes to 12.5 damage "used up" to do 10 HP of damage. But the shield is gone.
Now the bullet hits armour but only has 7.5 damage left in it. It is also more effective against armour. If we multiply 7.5*1.2 (the remaining damage multiplied by the armour effectiveness) we get 9. So the bullet hits armour and takes 9 HP out of the remaining 10 HP.
Sadly the bullet didn't win this time. A 20 damage bullet against a 20 HP suit just couldn't produce enough armour damage to overcome the shield penalty.

I've escaped many times from situation with 0/0 shields/armor and every time it feels like an angel looked down to me and decided that I'm not ready for heaven yet. But yeah, there seems to be some minimal buffer under the suit. EDIT: Or, as Grit Breather said there's resistances and roundings up and down and what you have. But my original question got answered: Does the damage move to armor after shields concerning one bullet. You seem to have missed my other point. All suits have 10 HP of life under the armour. Unlike armour and shield, there is nothing that replenishes this so use it wisely.

This little piece of information only became evident when CCP released the DUST SDE.
