Why don't you just make the cloak a scout only piece of equipment? This way scouts can actually get a decent role bonus and aren't forced to fill their only equip slot to make use of said bonus (will also keep logis away). If scouts are getting more than one equip slot, then the role bonus is fine (I have a feeling this won't be the case). I feel like lowered fitting costs for biotic/stealth modules would benefit scouts the most.
The Gallante scout seems to benefit most from the proposed changes since it doesn't lose the profile dampening/range bonus. The Caldari and Amarr scouts won't benefit from their racial bonuses unless they equip cloaks. The Minmatar scout needs either a larger percentage to knife damage to make it worthwhile or a double racial bonus like the g-scout (knife dmg/lowered kin cat fitting costs). |

Look at it this way: The cloak field is built into all scouts like mobile CRUs were built into logi dropships. The only reason they aren't really built in is because their are going to be different versions of the cloak field (definitely standard, advanced, and proto variant and perhaps even side variants like less cloak duration but faster recharge time). That said, I am confident that all scouts will have at least 2 equipment slots. If not, then my faith in CCP just took a major dip.

Hopefully scouts will also get more cpu/pg to actually be able to fill that second equip slot at every suit level. The cal and amarr race bonuses need to change in order to compete with the g-scout. |

Im just mad the old scout bonus is going away and only the g-scout gets it. With that galogi bonus to scanners literally every others scouts low slots have to be filled with damp mods to even stand a chance and even then like someone from CCP said you'd only be able to fit standard mods with the cloak equipped.

Even with the possibilty of a second eq slot. I have to side with the OP. Say you want to run an amarr/cal scout fit without a cloak, in that moment the role bonus becomes absolutely useless. It doesn't makes sense to tie role bonuses to a single piece of equipment for scouts, especially when they could've added bonuses for movement speed, total stamina, reduced stamina drain, reduced cpu/pg cost for hi/low slots, anything really would have been better. |
