It should have been the only suit able to be cloaked.
Except, get rid all modules, even at proto level. Give grenade slot. Then only CPU would increase from standard to.proto level.

Because, the cloak will be sure to be a ***** to balance, and frankly I'm a bit tired of CCP taking 6+months to even attempt to balance things much less get them right.
At the very least, at least have it limited to the Commando until CCP can get rid of obvious game mechanic flaws.

The current Commando is none of this.
Should have been called a 'Fireman', a nod towards a fireteam, which in many militaries consists of two operators with two light weapons between them.
