If the Devs goal is to get scout suits better stealth they should just lower the relevant suit stat instead of forcing them a to use a cloak. If a direct stat buff is too much then a suit related skill.
If the goal is to share the stealthy love to other frames then let us see where this goes. Also keeping the pressure on the Devs with this and other potential issues. These fundamental game-design screw-ups need to stop.

It should block active scanners (to compensate for the scout dampening nerf) and LoS (because it's a cloak), but not passive on the minimal.
This would give scouts the added role of counter scouting.

See... Here's the thing. These cloaks are likely to be able to go fairly easily on other suits. Consider that the logis have a 25% fitting reduction to equipment costs and also have plentiful slots and PG/CPU. It's going to be fairly easy for them to fit it.
I don't think it's a good idea to chain the scouts to the cloak whilst having it be so accessible to the other races. With the new bonuses, scouts have in fact been nerfed. Their scan profile is now distinctly lacklustre and some of the other bonuses have been reduced.
The cloak is not the key. It can help, but we are heading towards medframe cloaking supremacy while scouts get worse.

Though I agree don't mix visual and electronic stealthing too much, one would just role stomp the other.

No it most defiantly should, IF the Scouts are to loose the Profile Dampening Bonus, WITHOUT the Suits Base profile being used to compensate.
If you allow cloaked entities to be scanned that ruins the whole point of the cloaked play, there would be no point playing a cloaked scout if a Gallante Logistics with an Advanced (or any one with a proto) scanner can like you up like christmas tree with a massive orange pulsing chevron above your head.
If Scouts are going to be easier to Scan while uncloaked, it should take a Gallante Logistics with a Duvolle Focused Scanner to catch them while Cloaked.
