Aim assist already holds your hands. The meta of being able to deal higher relative damage and having
3 times the relative HP of your opponent tilt the scales but cloaking sends them crashing down to the floor.
what next? invincibility? dropsuit hardeners?
The galogi stompers will still win so cloak gives newer players an advantage

Simple
Reduce logi cpu and pg to not be slayers then I was saying the current stompers will still win cloak will be nice as it will let the other team hack the objectives and codebreakers be usable now

So what makes you think new players will benefit from this rather than the vets who will have the SP to use these effectively, have a proper slayer fit, and who know the maps and how the cloaks work much better?
