I think you've got it wrong.
To me this sounds like there is a cost to your cloak when you fire a weapon.
I would guess that you have a number of cloak points that are reduced every time you fire. Presumably the cloak turns off when you run out of these points. I wouldn't be surprised if they decay over time too. Then you'll have to wait for the cooldown. |

Sounds to me like there is a cost to "fire" your cloak, and this reduces it.
