Hey you know those chevrons above your head? Yeah, you aim just below that because guess what, there's a body there.
If you've ever played battlefield this will have the same problem as being able to spot through smoke. You spot someone and fire just below the chevron. It doesn't matter that you can't see them because you know where they are because HEY there's an arrow pointing at them.
Being able to see someone's chevron who is cloaked will make cloaks absolutely worthless unless you're playing noobs.

CCP hasn't exactly been great at making balance decisions so far. Just because it would seem it's an obvious decision doesn't mean it will happen.

Logis will probably have a ton of PG/CPU so their -25% will make cloaking pretty easy for them.
