Instructors. Toons that get a set SP and weekly check. I'd do it. You would have no motive to stomp and we would have tutorials covered. maybe these accounts could get a blue name tag. that would be f-in sweet

So everyone playing in that game mode has no skills applying and is essentially using the same level equipment.
It will be a decent learning mode for new players, and a game mode option for older players of DUST, without massive benefits from skills.
Will also encourage mercenaries outside of that game mode to invest in proper suits/items/weapons as the militia supplied ones offer no advantage other then being free.

Re-read what I wrote: payouts for new players would be reduced, not increased.
I didn't read it much. my comment had little to do with the way you phrased yours. the payouts are moot. most new players do not understand them anyway. I explain the SP system atleast twice a week. the learning curve is steep mostly because nothing is explained. it could be easily rectified.
