I sometimes feel like the average DUST player failed Math Class. The 25% for maxed out Minmitar Assault bonus modifies the bonus give by the module. It is not applied directly to the suit.
With Minmitar Assault at 5 you get 25% more benefit from a damage mod, which takes a Complex Damage mod from 10% up to 12.5%, so the Minmitar Assault bonus is giving you 2.5% additional damage.
With multiple Complex Damage mods you get stacking penalties:
First Complex Damage Mod = 10% + 25% = 12.5% Second Complex Damage Mod = 8.7% + 25% = 10.875 % Third Complex Damage Mod = 5.7% + 25% = 7.125 %
3 Complex Damage Mods without the Minmitar Assault Bonus = +24.4% damage. 3 Complex Damage Mods with the Minmitar Assault Bonus = +30.5% damage.
So, best case scenario, the Minmitar Assault Bonus gives an additional 6.1% damage.
Is an additional 6.1% damage game breaking? Keep in mind that it will be the squishiest of the 4 Assault suits. How many of you are running around with Proficiency 3 because the extra 6% damage is not worth the Skill points to level it to 5?
*I just assume that no one would equip 4 Complex Damage Mods because: Forth Complex Damage Mod = 2.8% = 25% = +3.5% (Only 0.7 of which comes from the suit bonus.)

However, I was tired of the chicken Littles out their running around in circles yelling that the sky if falling because they think that Minmitar Assault suit damage is being buffed by 25% when realistically it is only buffing damage by 6.1% with max skills.

~ + 26,4% damage on any non minmatar suit ~ + 33,6% damage on minmatar Assault

Can you break out your calculations? I am not sure how you came to that figure. It would help if I could see how you worked it out.

I'm thinking this is where the advantage lies.
EDIT: So 23.4 vs 24.1, for clarity. Good observation. That will likely be the optimal Minmitar Assault fit, as it leaves enough high slots open to fit some tank.
