Assault: 2% damage per level.(free damage mod, alleviates slot balance between it & logi. makes it slayer suit of choice, period.)
Gal assault: 10% reload reduction per level (sounds like a lot, but its just reloading, its basically SOH from COD, helps AR against multiple enemies and more importantly up close intense engagements like PC, helps PLC become balanced, possibly even OP...id love to see that.)
Cal assault : 3% extra weaponry range per level and 3% sniper zoom per level (the RR needs the extra range to outrange ScRs really, a 15% extra range would be amazing, but extra zoom for the RR might be worse, so sniper zoom only)
Minassault: 3% ROF bonus per level (helps the MD, CR, and SMG be even godlier...need i say more)
Amarr assault: keeps bonus of 5%reduction to heat buildup (believe me, w/ a free damage mod the ScR & laser rifle would be sitting pretty.)
So a few things, the gal bonus might seem to be OP, but a shorter reload is many times useless, as engagements are far away in pubs, and that means you have plenty of time to reload, whilst up close intense battles like gallente is made for means every second is precious, and reloads get you killed. Now to have a bonus that matters in reload means it HAS to be at least 50% because any less isn't even noticeable, You might think it would make the MD OP, but from being a prof5 5dmg mods freedom MD, i can tell you the reload hardly matters, compared to its REAL drawback, ROF for DPS, you can't kill your enemy before he takes cover or kills you after the 2nd shot usually. Id utterly love to see the PLC cannon have such an insane, possibly(probably) OP combo as well, even though i might regret it, itd make it balanced at AV at least.
Also the ROF bonus could be too much, or not enough, with the free damage mod.
One things for sure, these are USEFUL bonuses that match the weapons of the race, however if these changes would be implemented, scouts & commandos would need even more tweaking(sentinels are gonna be fu*king monsters already w/ those new bonuses)

The only one I'm iffy on is the gal assault, my commando has the reload skill and at 25% reload speed increase! it only takes 1 second to reload :D

Any increase in ROF would not work, If you've ever face someone using a modded controller even now, more likely it will tear you apart. With a greater increase as you suggest, Hell, I'll even get mine out :)

Now do logis :D i like the new logi bonus's other than minmatar, which i'd say should have its hacking bonus back, as that bonus is beast(hacking mods DO get stacking penalties despite not saying it). But Scout bonus should be at least +3% base & sprint speed per level tbh, make em FAST oh yeah.
Command just needs a complete rework. So many things wrong with it.

Most of the orginals are fine, I would only change,
Amarr: +3% Armour Plate Efficacy +3% Shield Extender Efficacy per Level Minmatar: +5% Armour Repper Efficacy +5% Shield Recharger/Energizer per Level
Suits the Suits fighting styles more.
