Give them a longer fire interval, that will immediately make them less effective up close while they maintain their range and power. That and/or make them overheat on the third consecutive shot.
Overheat is not a factor at all because every vehicle gets killed before overheating the railgun. I've never even payed attention to the heat meter on the railgun; it might as well not even exist. I'm sure that monitoring and managing heat in CQC would reduce CQC effectiveness of the railgun.

No its not, its a iwin button against every vehicle, it does more damage to shields, and ccp meant for it to be a longe range support weapon not a dps machine. Its quite clearly meant to be the designated anti vehicle turret, as its anti infantry capabilities are quite limited. Also, it does more damage to armor, because it's a railgun. I take it you use a Blaster? Those are Iwin buttons against infantry. Missiles are supposed to be king of AV at short range. Why do you think they have so much alpha and an effective range of about 150m?
Also, believe it or not, railguns are more suited for killing infantry than missiles. Higher splash damage, larger splash radius, and shorter reload. I typically have to spend at least half of my missile clip to get one infantry kill.
Railguns do need toning down, as they are too good at everything. They are iWin buttons at CQC vehicle combat. I know, I've used them as well. They can also fire to 600m with incredible accuracy; try firing a full volley of missiles in full auto at a target at 250m, almost all of your missiles will miss.
Make them overheat on the third consecutive shot and your DPS at CQC is cut drastically. Not to mention you also have to actually manage and watch your heat. Currently, heat is not a factor, as every vehicle dies to a railgun before it overheats. I pay ZERO attention to my heat meter. It might as well not even exist, because I've overheated only once since 1.7.

Range , ROF , DPS and the ability like most AR's except the RR of instakilling any suit ( even Heavies ) without reloading a clip .
That just seems balanced to you ??? This is about railguns, the large turret, not rail rifles. Though Rails seem like they are doing what they are supposed to in vehicular combat. A maddie with a blaster can take down any infantry it comes across, but a mlt with a rail can pop it pretty fast in open combat. Checks and balances seem halfway decent as far as having an easy 0 sp cost for people to call in to counter low skill tankers regardless of how much SP they have. A good tanker has nothing to fear. I apologize for that one but I still mean what I said . RR and CR are OP . As far as the Railguns I just believe that most just need to understand that it's a force now . Before the gun use to overheat in the matter of three to four shots , now it can actually compete on the battlefield with blasters when before most of the time , there was no contest because blasters would ALWAYS win . I apologize for the previous statement but I stand by what I said . Railguns now must be respected , this is the way that it should be , it's splash damage is still a joke and it is ONLY effective against tanks and vehicles , not so much against infantry like blasters . I like both , now the missiles on the other hand need to be looked at carefully , they shoot at everything other than what is targeted , the volleys fly in all directions and you have to be in close distance to hit a vehicle and against infantry it's totally ineffective . So, because blasters would beat railguns (which you are wrong about) before 1.7, blasters had their AV nerfed while railguns buffed?
No. I think railguns didn't need any changes other than adding in ammo. The rendering fix was a substantial buff for them. Now they are OP in CQC.
