If CCP reduces requirements, CCP will return the difference in SP to you (as they always do). But they should not refund/reset the skills themselves.

That was necessitated because the rearrangement of skills in the tree actually broke the existing chain of allocated skills. And I think they went a bit overboard with it as it is.

So did I. I was fully aware (as all intelligent players should be) that the game is subject to change. And I'm not entitled to a do-over every time it does. Every time a weapon is nerfed, we don't get a refund either. Even though flaylock pistols and swarm launchers are now both a comedic joke.
The game will always be changing. You may want to revisit an old suit later, or you might not, but you used those skill points, and every time we respec, we reward players for doing the fit-of-the-month mob behavior which makes this game terrible to play. FOTM is a hard behavior to kill, but without respecs, it is, at least, appropriately costly.

There is no "need" reason for a respec. Nobody has that need. Not one person.
You can want one, because you made bad choices. You can want one, because CCP nerfed or otherwise changed the fit you liked, but you certainly don't need one. You see, you get skill points for playing the game, and you spend those on skills you want.

I wanted a swarm launcher that could kill tanks, then the changes made it unable to kill tanks anymore. Why wasn't there a full respec for 1.7? I wanted a flaylock pistol which could kill people faster than a mass driver, and then the changes made it unable to kill people faster than a mass driver anymore. Why wasn't there a full respec in 1.3?
The reality is: These things will ALWAYS happen. This will never stop happening. And the SP system is modeled after a system that doesn't run on respecs. We can't have a respec every month when someone cries about wanting one. This isn't a WoW talent tree we're talking about here. Respecs break the SP mechanic.

The role of suit is a logi suit. it's designed to repair and revive people. It still does that. There was a bonus that has been changed, some might call that a nerf in some cases, though actually I'd say it got a pretty great role buff.
