Yes, so as a Minmatar scout you're going to pick your mods based around your strengths, speed and stealth. You know what we're going with, that's right, Armor mods. As a Minmatar scout you come included with anorexia, so we'll need all the Armor mods we can get. Make sure at least one of those trays is a reactive so as to improve reflexes. Now for your highs. Personally I recommend blue ivy, but for your suit you're gonna wanna go with damage mods. Any slots you can't fit a damage mod in, you should lay down the myofibril. That way you can pimp slap the crap out of subordinates with authority.
Now despite what you've heard, size does matter. That's why you're going to go with the biggest mag in light weapons, the AR. Get that Tactical AR out of my face! You want full auto 60 rounds of rapid fire freedom, because everybody knows well ventilated bad guys assume room temperature quicker. So now you got your ass covered in CQC with this surgical death machine, but what if a sniper decides to attack from outside your burn zone? First apply sunscreen generously and then proceed to get a grip, the grip of a Breach Scrambler Pistol. This little bastard will check mate any Redline sniper every day of the week.
Vehicles
Now you can't afford to leave any blind spots outside of your pirate vision like a non operator, so you need to be able to fight metal whales and flying see bass. The Flux grenade will allow you to scare any vehicle outside your burn zone, guaranteed, unless of course they are **** faced.
No soldier is complete without his side of Pepsi and Fritos, so you want to have a contingency plan incase you run out of fuel before the end of the OP. Cue the Nanohive, which will keep you looking lean in mean 24-7.
You are now pure excellence and prepared for anything that will be thrown at you, from from MCC to Null Cannon.

The minmatar scout is the fastest- rather than using this for charging at people like a dumbass, I add a cardiac regulator so I can keep up my high sprint speed for longer. Pair that with a codebreaker, and I'm in and out of hacking an objective in no time. Then how will you be able to effectively sack proto Logi's and heavies for a first down?
