Each game added to that service will most likely need to be massively tested and revised for that. It's definitely an awesome possibility, and I actually think latency and frame rate issues would go down, played through this system, but it'd still be a lot of work for CCP, and there may be additional complications. (In part, because I'm betting this works best with singleplayer titles.)

How things are now. Our Ps3 compute data sent from server and from our controllers then resolve them on our screens, while sending return data.
Streaming online. The server computes and resolves its own data and sends it to our screens, then we react on our controllers and send data to the servers.
believe it or now, less data is being transferred from streaming. Our systems no longer do any computing other than running playstation now. We send data from our controllers and receive display data for our TVs. No computing data is sent. It's actually faster with less lag.

The best part is now, the sky is the limit with graphics and computing. DUST514 no longer has to worry about being tied down by the computing power of the console, because it will be run by the server and streamed to ps3.

It won't just be Ps4 either. Which ever device gets a Playstation now app will be able to run DUST514. It will run on tablets, Mac, PC, iPhones, Surfaces, even Xboxes

From my experience with cloud based gaming, input latency is still an issue. I won't get excited until the service is up & running & most importantly, 'feels' right. |

It requires more bandwith and has a different kind of lag. If you think random teleporting is bad, wait until you need to wait 200ms until pressing the trigger actually registers with the game.
HD video is far more demanding than just sending a few inputs to the server. And I do not want to know how painful the compression artifacts will be.

If you are playing with 200ms latency then you already have a problem; you might see an immediate shield flash from your shot, but it is still going to take 200ms before the server registers it. And the target may have moved in that 200ms, turning that hit into a miss. I'm not sure "pressed X at 18:21:35.947" is going to suffer from this any more than "fired Minmatar Combat Rifle at 18:21:35.947 from 38.73 by 87.34 heading 187.242 degrees" (or whatever is currently sent by the game).
The "more bandwidth" bit is valid, but if you can currently watch 720p video from YouTube then you should be fine. I suspect compression artefacts are minimised somewhat by compression algorithms that know a bit about common shader algorithms.
