I don't know if this is true or not but it confuses me.
I always thought that being a logi was all about using equipment to assist the team in various ways. Reviving, repairing, providing links, ammo, etc.
When you'd decide to become a logi you could mix and match equipment to your style. Now, if this goes through, it'll try to force people into a narrow path. I'm a Gallente Logi and i've never used a scanner. I don't like them and i don't want them. They might be a powerful tool but it doesn't fit my style at all.
I could still continue being a Gallente Logi without using any scanners but that would mean i would render that bonus useless. This, IMO, is an awful move to make. It only makes it so a certain type of equipment becomes the norm for a faction and it'll take away diversity.

Well forcing people into a narrow path is kind of a point of specialisation... Logi is is specialised version of Medium suit. Tho Mediums are useless anyway, so yeah, you must spec. :/ But you can pick up any faction to spec into, which benefits closest to your playstyle -- and if you insist on Gal for aesthetics or lore, then live with the given bonus.
Choosing to be a Logi already would/should force people into a path, just not such a narrow one. The only thing that i personally felt was off was that the system allowed people to not use their equipment slots.
But for me, being a logi is taking the path of using equipment. It's not the path of being forced to use a specific equipment to make my bonus matter. Which equipment i meant to specialise into was on a completely different level.
Let's also not forget that there's more than 4 equipment items. Unlike with weapon bonus, for instance if you're Amarr your bonus will count for Laser Rifle but also for Scrambler Rifle and more to come, with these equipment bonus there could be fittings that don't have any benefit on whatever faction you try to use them with.
